I asked Mr. Greenberg if the IRS was continuing with their collection efforts against me. Mr. Greenberg has me on hold while he looks at the notes. 1644 est.
Mr. Greenberg came back on the line and advised me that collection efforts have not stopped. They are continuing collection efforts on my account even though they have been put on notice by me to cease and desist all collection efforts until my questions are answered. I advised Mr. Greenberg that I would like to meet with somebody in person here in Atlanta. Mr. Greenberg has put me on hold while he checks into this matter. 1652 est.
Mr. Greenberg comes back to the phone and advises me that I need to call this number 866-899-9083 ext 8500 at this time. Calling that number at this time. 1700 est.

I had the hold music playing on my speaker phone. Very nice hold music. Some sort of classical stuff. Very relaxing and inspiring. All of a sudden the line dropped. Recording says if you'd like to make a call please hang up and try again. Trying again at this time. 1711 est.

Telephone Call To The IRS
I'm on hold with the IRS at 800-829-7650 at this time. The computer says expected hold time is 10 minutes. Holding at this time.

After a long and fruitless conversation with Mr. Person I advised Mr. Person to note my account that I had called in to the IRS in response to the letter that they sent me and that I had in no uncertain terms demanded that the IRS immediately cease and desist all collection activity against me until all of my questions had been answered.
There's certainly no sense in sending any letter via certified mail to this Mr. Person in Seattle. It would be a waist of paper, ink, postage, and effort. He has no personal responsibility in this case or does he? He only takes inbound calls. He has no intention of ever speaking to me again. And if I call back in I don't think it would be a good tactic to start going after this Mr. Person person at all. He's just a smokescreen.
I don't know how to approach this thing. Any advice or suggestions would be welcome.

I will post and publish here to establish a time stamp. I am on the telephone with Mr. Kabakov employee number 9106992 Seattle, Washington at this time.
Mr. Kabakov told me that he could not give me permission to record the telephone conversation. He said that most people just record the calls and never say anything about it. Nobody had ever asked him permission to record the call before in his two years of working at the IRS.
After a long and fruitless conversation with Mr. Kabakov he advised me to call the Taxpayer Advocates at 877-777-4778.
I told Mr. Kabakov in no uncertain terms to cease and desist from withholding on my paycheck and to make sure that noboby from the IRS ever calls me again.
I'm sure that will be the end of it.

Telephone Call To The IRS
I just called the IRS at 800-829-7650. I spoke with Mr. Breaux employee number 1801278. I asked him if I could record the telephone conversation with him. He said he thought that I had to have permission to do that. I said that is why I am asking you for your permission. He said let me check on that and then he put me on hold. He came back to the line and said he would have to fill out a form 4442 and submit it and I would then receive a telephone call within 72 hours and I could record that conversation at that time.
Mr. Breaux will submit the form 4442 at this time. I am waiting for my call. This time all I want to do is find out why Ms. Franklin employee number 0708688 in Georgia said that I could not record a telephone call with the IRS but would have to meet with them in person if I wanted the conversation to be recorded. I think these people are as clueless as I am. Well I'll wait for my call and see what happens.
Funny that I told Ms. Williams in the call that I did record below that I was recording the conversation and she had no problem with that.
Today I figured I would wait to get all the hold music and preliminary personal information questioning out of the way before I started recording and this is what I run into. We'll see how it goes.

He said that it would be ok for me to record the conversation but when he heard the audioblogger he said he didn't have time for this and hung up the phone before the recording started. Made me waste a good audioblog post.

Telephone Call To The IRS
I just called the IRS again. Mrs. Burden employee number 0784482 says she will have the manager Ms. Franklin call me within 24 hours. I really don't even know what I want to say to these people. They called me at home the other night and the line got disconnected while I was trying to get the recorder on line. They never called me back. Ms. Williams in Georgia tells me it was employee number 5194 in Buffalo but does not know the person's name.
I guess I would just like to ask them why they were calling so I can think about that for a minute. Then I would also like to ask them who told my employer to withhold from my pacheck without my permission. Once I have that person on the line I will demand that they cease and desist all withholding from my paycheck. If they decline I will sent the direct challenge to personal authority letter directly to that person. I will then follow up with a telephone call to that person to discuss the letter.
Update: Ms. Franklin employee number 0708688 in Georgia just called me and advised that she would not allow me to record the conversation. She said I would have to meet with them in person at their office if I wished to record the conversation. She said they were calling me to try to collect the money that I owe them. I don't even know how to approach these people or what to ask them. Guess I've got a lot to lear.

Telephone Call To IRS
I called the IRS tonight. Ms. Williams employee number 0786314 will have her supervisor Ms. Fraklin call me. She says Ms. Franklin will call me within 24 hours. I asked her to please have her call me tonight.
In segment one I listen to hold music.

In segment two I speak with Ms. Jackson who transfers me to some other number where I get put on hold again.

In segment three I listen to hold music and make a few comments.
segment 3
In segment four I listen to hold music and put in a plug for the good folks down at audioblogger. Also I give a few shout outs.
segment 4
In segment five I speak with Ms. Williams employee number 0786314 who tells me I owe the IRS $89,523.92. Also I ask Ms. Williams who authorized Sprint to withhold from my paycheck. I feel sorry for Ms. Williams. She's just trying to make a living. Probably feels pretty good about having a job with the government but I doubt she likes thinking that she is doing anybody any harm. She's just doing her job.

In segment six I make some comments while waiting on hold for Ms. Williams. I talk about the fact that Ms. Williams did find a record of the telephone call that I received from the IRS. She says it was employee 5194 from Buffalo. Ms. Williams in in Georgia. I make a few comments about Bill O'Reilly and Rush Limbaugh.

In segment seven I listen to hold music and make a few comments. Ms. Williams comes back on the line and talks with me some more. Ms. Williams looks up the name of Cynthia M. Colmenero from the Questionable W4 Program in southern California and confirms that this person does work for the IRS.

In segment eight Ms. Williams gives me the name of her Supervisor Ms. Franklin. She will not give me Ms. Franklin's telephone number but gives me the 800 number to the office there 800-829-7650. Ms. Williams says they have the right to send a letter to my employer and tell them to take out money from my paycheck.

Mr. Kenline...in reply to your question about a levy on your paycheck; the fact that the IRS has ordered a levy against your paycheck would indicate that you have an amount of unpaid tax due the Federal government, and which you failed to pay after repeated contacts by mail. The levy program is an authorized collection tool for use in situations where taxpayers have failed to live up to their income tax obligations, and where the taxpayer has made the decision not to take advantage of the payment agreement options allowed by law. When a taxpayer is delinquent in paying their Federal tax obligations, and other collection alternatives have been exhausted, seizure of the individuals paycheck is authorized under Federal statute. I show these three messages for you, currently in the ETLA active queue. ETLA is only an email response system. There's no record in any of these messages about a call that was made so I don't know who called. I'm not a tax specialist; I'm a computer programmer who maintains the system. All I can advise is to call the usual IRS toll-free numbers to resolve your withholding problem.

Tuesday August 5, 2003 8:35 pm EST I just received a telephone call from a woman who identified herself as being from the Internal Revenue Service. I asked to record the telephone call and she said that would be ok if she could also record the call. When I went to try to hook up my recorder I heard some hold music for minute and then the call dropped. I may have accidentally pushed the flash button on my telephone but it was strange that she did not call back. Please check the notes on my account and see who it was that called me and have that person call me again. I have been trying desparately to make contact with somebody at the IRS and I feel terrible that I did not get to talk with this person. Also I want it to be a matter of record that I did not hang up on her and am asking her to please call me back. Thank you very much. It's part of the modernization effort. I believe the heading for the group of contractors is "PRIME" and it could include a number of subcontractors. They've begun the "secure portal" effort with things like "Where's my refund?" which you may have seen on the IRS website this filing season (Jan - Apr 2003). Once you click on it (Where's my refund), it switches you from the Public Portal webserver to another (secure) server.
